Note to self: Storyline tidbits
This follows through with the somewhat post-Apocalyptic(?) world envisioned in the dream I had a few months ago and described in this post.
Despite the apparent utopia the world turns into after the events at the end of the Mayan calendar, there were severe consequences from them as well. With the economy of the world thrown into catastrophic upheaval, crime rates skyrocketed.
In an effort to return a sense of law to humanity, the United Nations organized a worldwide law enforcement agency in the form of a bounty hunter's guild, enticing people into fighting crime by a system of "pay per perp". Though they do not require people to be licensed bounty hunters to bring in a convict for reward, this carries substational risks (such as criminal prosecution in the event that the means of their bringing in the bounty turn out to be illegal) and, if nothing else, never receives full payment; only full-time, licensed bounty hunters get all the perks of the job.
Officially known as "The United Nations Criminal & Radical activity Eradication Specialist Task force", it is referred to by the UN and the general population as "CREST", and by its agents simply as "The Guild".
The Guild maintains a global database of all criminal activity, from the smallest petty theft to serial killers and terrorists, with a separate bounty placed on each and every offense a person is guilty of. Though some details vary for each case, bounties are generally classified by a 2-digit alphanumeric code, consisting of a number and letter dictating the general amount of the bounty and the conditions of payment.
PAYMENT CODE:
0 - Minimal payment; less than 100$UN (UN Dollar, newly accepted "global currency", presently (12/08/15) having an exchange rate with the US dollar of 3.27$UN/1$US. Nicknamed "Sun buck" due to the symbol.)
1 - Low range, 100-1000$UN. (C/B/A-Class bounties)
2 - Mid-low range, 1000-10,000$UN (C/B/A-Class bounties)
3 - Mid-high range, 10-100K$UN (C/B/A-Class bounties)
4 - High range, 100K-1M$UN (B/A/S-Class bounties)
5 - Top UN Priority, over 1 million $UN (restricted to S-Class bounties)
CONDITION CODE:
C - "Alive Only". Gratuitous damage to the target (anything requiring surgery) results in reduction of payment from the bounty, no less than half the amount. Death of the target results in nullification of payment and, in cases of a non-licensed bounty hunter, possible criminal prosecution for murder.
B - "Preferred Alive". If the target is brought in alive, even in critical condition, payment is made in full. Death of the target results in half payment if a licensed hunter; those who aren't can still be prosecuted if it is deemed to be murder, but are otherwise eligible for no more than 25% of the listed bounty.
A - "Dead or Alive". Criminal prosecution is waived in these cases unless the hunter is not licensed and the case is deemed murder. Licensed hunters get full payment regardless of the case, unlicensed get half.
S - "Terminate On Sight". Information on these bounties is restricted only to the highest ranking, officially licensed hunters. Targets with S-Class bounties on them are generally the most dangerous persons on the face of the Earth and, as such, are NOT to be trifled with.
EXAMPLE: A 2C bounty is worth anywhere from 100 to 1000$UN, but the target must be apprehended and brought in alive. If the target, assumedly with a 1000$UN bounty for sake of argument, is injured seriously to require 200$UN worth of surgery, the hunter, if licensed, will only receive 500$UN payment (minimum half-payment reduction). If the injuries required 700$UN worth, they would only receive 300$UN. If it required more than the amount of the bounty, the hunter who brought him in would receive nothing.
One of the most notorious criminals on the UNCREF's database is Argus McFreedy, known affectionately by members of the Guild as "Five O'Clock Charlie". He currently has a total bounty on his head of well over 5,000,000$UN, but all on C-Class felonies (translation: He's the world's most ambitious petty thief, guilty of stealing tons and tons...of piddly-ante crap). Apprehending him has proven difficult for even the most seasoned hunters over the years, as nobody wants to take a chance of injuring or killing him as the amount of any medical needs would be deducted from each individual bounty, thus making getting any amount of payment off of his capture extremely unlikely unless he was returned unharmed.
