Not that surprising, really. As one of the longer-serving United States Senators in recent history, he's developed so much of a reputation that just the name "Ted Kennedy" is practically a bad word, not unlike, say, Michael Moore. If you look at what the guy's actually like in real life, though, you find speeches like that and attempts to introduce legislature to raise the federal minimum wage practically every time he gets a chance. He's a pretty cool guy, truth be told.

Also, when I watched that video, my first thought was "holy crap, he looks good." Because, you know, I'm kind of used to all the cartoons and caricatures that draw him looking not unlike Pom Pom from Homestar Runner.
