THE NEILMAN-MEYERS PROJECT
Started in late October of 2009 by Senator Marcus Neilman (D-VA) and Alex D. Meyers (GEN, USMC, Chairman of the Joint Chiefs of Staff). It was started shortly after a number of small meteorites, later discovered to be fragments of the "Destiny" asteroid that would later alter the world and the human race forever, crashed into various parts of the Earth. 749 of the 762 crash sites were in or near populated areas, causing the World Health Organization to request immediate investigation into the effects on the people in the affected areas.
One of the meteorites struck a military convoy on a training exercise along the Potomac River near Washington, D.C. The survivors were immediately quarantined at Bethesda Naval Hospital, where the effects of the meteorite's radiation on them was discovered: They found they had the ability to manipulate various forces of nature, such as electricity and heat, to communicate with each other telepathically (even breaching language barriers), and many other bizarre things as their grasp of these new abilities grew.
Gen. Meyers and his closest colleague, Sen. Nielman, soon instituted a plan, disguised as an operation by the US Military to aid the WHO in treatment of the victims of the meteorites, to gather any and all persons demonstrating these abilities and transport them to a secret facility for study. Initially benign, the experiments soon grew darker, with the Project seeking to find means of replicating these abilities to create a race of super-soldiers that would allow the United States to squelch any opposition in anything they set their sites on doing.
The Nielman-Meyers Project was cut short, however, on December 21, 2012 when the world, unbeknownst to those at the facility (due to being cut off from the rest of the world), was hit with the meta-energy explosion from the destruction of "Destiny". All personnel at the facility, just like everyone else in the world, was put into a state of suspended animation by the initial shockwave.
Everyone except for 2 groups.
THE 4128
In total, 4,128 individuals were taken into secret captivity for study in the Nielman-Meyers Project. Already adapted to the changes by the meta-energy from the shards of "Destiny" that had struck the Earth years prior, the world-altering force of its burst had very minimal effects on them. For the two years that most of the rest of humanity spent in stasis, they were wide awake.
Initially they were in a collective state of confusion, not sure what had happened. After escaping the facility, they agreed to split up and search for clues at to what had happened, eventually finding news records of "Destiny" and the energy surge it had struck the planet with when it was destroyed.
Gathering back together a few weeks later, they eventually were able to hammer out an explanation on what was going on and how it related to what had happened to them. They quickly realized that if, and when, the rest of humanity woke up, they would likely have abilities similar to their own, and decided that it would be in the world's best interest for them to act as guides, teachers of how to use these new-found skills, even as they themselves were continuing to learn things (such as how to manipulate the "Ether Wave" that hung in the sky, and flying within it).
At the present time in the story, the personnel of the Nielman-Meyers Project are on a manhunt for their test subjects. Initially they were simply trying to keep them from showing the rest of the world how to utilize its abilities (after all, they wanted these abilities under their control so that they could be the strongest force in the world), but now that this has failed, they are simply out to kill their former guinea pigs.
It should be noted that the 4128 are most easily identified by a laser-etched tattoo on their bodies, comprised of their overall ranking of power within the test subjects.
(Side note: A little-known secret of famed bounty hunter Willexis Rennar is the marking on his arm under one of the bracers he always wears, that simply reads "1/4128"...)
THE CHURCH OF NATURAL HUMANITY
Not everyone outside of the 4128 was affected by the events of 12/21/12. The radiation from "Destiny" that caused these changes only affected areas of land; out on the greater bodies of water, especially the ocean, the affects were so much lessened that they had did next to nothing to anybody in those areas.
One of the most influential people not affected by this was Cardinal Paul Michaelson, practically the right-hand man of the Pope, who was on a plane with His Holiness from Washington, D.C. back to the Vatican at the time the events of that day took place (they had just completed a televised mass to help ease the fears of the people of the world...not an EFFECTIVE attempt, but one nonetheless), and while the shockwave did cause massive turbulence, the plane landed safely...only to find the entirety of the city (and, of course, the world) in stasis.
Cardinal Michaelson was convinced that this was God's punishment of mankind, and later, that the abilities drawn from "Destiny" were the powers of the Devil. The Pope, however, did not agree with this, and when the Cardinal's attempts to change his mind grew violent, he was ousted from his position. He still held great sway with the people, however, and spread his warning of fear across the world, eventually forming a grand collective of believers, primarily composed of people who hadn't been affected along with those who had but had forsaken their new talents for fear of losing their souls, that came to be known as The Church of Natural Humanity.
Like the Nielman-Meyers Project, the Church of Natural Humanity seeks to silence the 4128, but for different reasons: The Church sees them as apostles of the Devil, spreading their teachings and the desire for power around the world in an attempt to send the souls of humanity to Hell. For the sake of saving the world from this evil, they have formed a secret militia (comprised primarily of members of the Church who had previously forsaken their powers, but were now willing to risk damnation by using them to hunt a greater evil and save the world) to silence the heretics once and for all.
