Having used a scooter of similar build to hers before myself (and also having finally accepted the notion of the birds of the Hatoverse being bird-size rather than human-size), I can actually see exactly how she would do it; all the relevant controls would be on the right-hand grip of the handlebar.
Ignition: Turn the key, hop up on the throttle, open the choke, pull in the brake with a foot or wing, press the starter button, push the choke back in.
Accelerating: Use her body weight to twist the throttle back, or twist it back with one foot while the other grips a non-throttle part of the handlebar.
Brakes: Pull it back with her wings.
Turning: Flap her wings to push herself, and the handlebar, forward (left) or backward (right).
That brought a whole other problem to mind, though...how would she engage the kickstand before the whole thing fell over? (For that matter, how are the speeds she drives at sufficient to keep it upright?)
...Bah, maybe I'm just over-thinking this again.
