The answer is simple. Those are the most useless bad guys in existence. I mean, they can be defeated with a Super Soaker pistol and a funny dance, how powerful can they be?
I got a fair taste of that with Shinkenger (the whole thing plays out as a Japanese period drama, and Genta/Shinken Gold is just a complete goof), but this is just...samba dancing? Seriously?
